Open on ARY News## Government outlines financial engine for Uraan Pakistan
Federal Minister for Planning, Development and Special Initiatives Professor Ahsan Iqbal told a meeting of the National Economic Mission that comprehensive tax reforms, resource mobilisation and digitalisation are essential to fund the Uraan Pakistan programme.
## Mission‑2: Tax reforms and resource mobilisation
The minister said Mission‑2, covering tax reforms and resource mobilisation, is one of eleven National Economic Missions approved by the National Economic Council (NEC). These missions are intended to transform Pakistan into a $1 trillion economy by 2035. He warned that without increased revenue from reliable sources, the other ten missions cannot be financed.
## Digital‑driven growth and budget constraints
Iqbal emphasized the need to shift from a “business‑as‑usual” approach to a technology‑driven digital economy, describing the current development budget of Rs2 trillion as insufficient for sustainable growth. He highlighted that the development budget’s share of GDP has shrunk since 2018, limiting the capacity for new projects.
## Tax policy direction
The minister called for expanding the tax base while reducing tax rates, aiming to increase collection and lower the overall tax burden. He noted improvements in tax collection over the past two years under the Prime Minister’s leadership.
## Export acceleration as a priority
Export growth was identified as a critical national priority. Iqbal directed the Ministry of Planning to use its analytical capabilities to set clear, research‑backed export targets for each sector, determining potential contributions and required measures.
## Implementation roadmap
The Planning Ministry will prepare a comprehensive national development plan under the Prime Minister’s guidance and share it with relevant ministries to ensure effective execution of the Uraan agenda.
