On Wednesday, Finance Minister Senator Muhammad Aurangzeb met with Yingming Yang, Vice President for South, Central and West Asia at the Asian Development Bank (ADB). The discussion focused on Pakistan‑ADB cooperation, structural reforms, private‑sector development and access to finance.
## Praise for Recent Reforms
Yang congratulated the government on stabilising the macro‑economy, noting better fiscal management, a healthier external account and overall economic stability. He highlighted the recent upgrades in Pakistan’s sovereign credit ratings as proof of sustained reform momentum and stronger fundamentals.
## Reform Priorities Highlighted
The Finance Minister underscored the need to institutionalise reforms in domestic resource mobilisation, public finance, energy, insurance, pensions and other key sectors to secure a sustainable growth path. He announced a shift from pure stabilisation to inclusive growth, with emphasis on investment, exports, job creation and private‑sector participation.
## Private‑Sector and SME Focus
Both sides discussed expanding ADB’s role beyond sovereign financing to support private‑sector operations, public‑private partnerships (PPPs) and SME financing. Aurangzeb stressed the importance of SME access to finance, integration into global value chains and capacity building for export‑oriented growth.
## Sectoral Cooperation
The meeting reviewed ongoing initiatives such as the insurance transformation programme, pension reforms, and project‑readiness support. ADB reaffirmed its commitment to assist Pakistan in infrastructure, transport, clean energy, water management, climate resilience and social protection projects.
## Future Engagement
Yang reiterated ADB’s readiness to provide technical assistance, co‑financing and innovative financing structures to mobilise domestic and private capital. The dialogue concluded with both parties agreeing to align future ADB support with Pakistan’s Country Partnership Strategy, centred on private‑sector‑led growth and export competitiveness.
